Parkside Apartments
VCDC is pleased to welcome Parkside Apartments to our portfolio.
Parkside Apartments is an affordable apartment community in Culpeper, VA with 37 newly constructed homes designed for low-income families. The townhome-style complex offers 7 one-bedroom, 23 two-bedroom, and 7 three-bedroom apartments constructed on the site of a local scenic park. The homes are Parkside Apartments are specifically reserved for area residents making no more than 40%, 50% and 60% of the Area Median Income, addressing a critical need for stable and affordable housing in Culpeper, where these types of communities are typically challenging to find.
In addition to offering affordable units, Parkside Apartments meets all design and construction standards of Virginia Housing to ensure safe, high-quality and healthy homes for residents. All apartment homes also exceed Virginia Housing’s energy efficiency requirements and qualify for Earthcraft Gold and Zero Energy Ready Homes Certification. The developer of Parkside Apartments, Culpeper Housing & Shelter Services (CHASS), has partnered with the local Encompass Community Supports (formerly Rappahannock-Rapidan Community Services Board) to serve as the property manager of Parkside and provide social services to residents with developmental and intellectual disabilities, mental health issues, and substance abuse illnesses. Encompass also serves as the Area Agency on Aging and provides seniors with meals on wheels, congregate meals, case management, and preventive and counseling services.
To provide more opportunities for housing Culpepper’s most vulnerable individuals, CHASS received a grant from the PATH Foundation for the purpose of subsidizing the rents of at least six (6) unhoused households so that they could afford to live at the Parkside Apartments.
Amenities within one mile of the apartment location include a bank, a grocery store, an urgent care facility, Family Dollar, two public schools, and a bus stop. The nearest high school is located only 1.6 miles from the site.
CHASS, also known as Culpeper Community Development Corporation, is a 30-year-old non-profit housing development and homeless services organization based in Culpeper, Virginia. CHASS previously partnered with VCDC to re-syndicate Ann Wingfield Commons, a LIHTC project in VCDC Fund 23 and Roseline State Fund 2019. CCDC has owned and operated Ann Wingfield Commons successfully for over 20 years.
VCDC provided $6,967,893 in LIHTC Equity through the VCDC Housing Equity Fund 26 to support the construction and long-term success of Parkside apartments. Additionally, our Development and Asset Management Teams have worked with CHASS to help them receive funding for Parkside and lease units to qualified residents. VCDC is a proud partner on this project ands we look forward to seeing residents at Parkside Apartments thrive!
